You might find this hard to believe, but GFB needs an update in software.

Hey Steve, what kind of software are you looking for? A website editor? I used Dreamweaver for many year's and I like it, but it takes some web experience to get good with it. The next choice many use is WordPress, easier to use, but more limited. Another online website editor is Forestry. It is pretty easy to use, I know a small non-profit organization that uses it and they are not that tech savvy. The Adobe creative suite online subscription is not that bad on price. Back when I got started we had to buy the whole suite and did not did subscription. We had to fork out $1200 for the package back then.
There are free WordPress versions, but they are really limited.

Ruby on Rails is semi easy to use, but the question will be to find
Something that let's you migrate the old bulletin board into, so
you don't loose the old posts and history on the site.
I am an IT Administrator and work with websites, but I am not an expert in PHP.
Editors for PHP are easy now days and most hosting services will provide free templates
Foe PHP bulletin boards.
I will check it out and see what I can suggest.
