Instead of welding a nut to it, try welding a washer to the broken bolt then weld a nut to the washer.

Also get a set of left hand drill bits to go with your set of ez outs. Sometimes the broken bolt comes right out with the drilling action.

Use blaster or solvent then try the the reverse drill. Heat sometimes works. Consider drilling all the way out to the threads then try a tap to clean out the threads.
I would never use an Ezout again. Always had a bad experience with them.
