If a 4rh Gen bronco didn't come from the factory with the spare on the swing arm out back (I don't know the technical term for it), is it possible to change it over? Like, is there an aftermarket kit, or can a factory one be applied? Or is that just asking for trouble drilling holes through the body?

If it did not come from the factory you can not just drill some holes. The stock tire carriers mounting points were reinforced inside the sheet metal. It would be easier to buy or get a bumper made that has a swing out tire carrier integrated into the bumper
