Can the cruise control be modified to work without that brake sensor? Pressure switch maybe? Limit switch on the brake pedal?

You mean where tapping the brake does not turn off cruise? Sound's like a safety hazard...

Where is the stock sensor? Generally, all the sensor has to do is open or close a circuit. You should be able to do that easily. Cruise control switches were mounted on the pedal for years.
