Mysterious Saginaw Disc???

Hello All-
What’s this disc that came out of my Saginaw box? What’s it do??? Basically my steering is a Saginaw pump (which was a used one that was given to me off a 200k Tahoe-long story there), a Saginaw 4 bolt box. The symptom is simple - the steering wheel is just too hard to hard too turn to either side. Before I go the Howe, TC pump nuclear route! I’m thinki there’s a simple stock type solution first. Let’s start with that disc first though!
